Getting your P2 driver’s licence is the next step in the NSW Graduated Licensing Scheme. It gives you more freedom than your Red Ps, but you’ll still need to follow key restrictions to stay safe on the road. This guide explains when you can apply, what rules apply to Green Ps, the penalties for breaking them, and what comes after the P2 stage on your path to a full licence.

Provisional P2 Licence (Green Ps)

If you’ve successfully completed the P1 phase of the NSW Graduated Licensing Scheme, your next step is the provisional P2 licence, commonly known as the Green Ps. This temporary licence bridges the gap between a restricted P1 licence and a full unrestricted driver licence, giving drivers more freedom, but still within defined boundaries to ensure road safety.

In this guide, we’ll walk you through the process of getting your P2 licence, outline the rules, discuss offences and penalties, and help you understand what comes after your Green Ps.

Getting Your P2 Licence

Once you’ve held your P1 licence for at least 12 months without suspension or disqualification, you become eligible to apply for a provisional P2 licence. This marks the second stage in the NSW licensing pathway and represents a step up in driving independence.

To Apply for Your P2 Licence

  • You do not need to take another test when moving from your P1 to P2 licence. You must have held your P1 licence for at least 12 months without any suspensions or disqualifications.
  • You must pay the licence fee, which is $112 for 36 months as of July 2025. This grants you a physical provisional licence card that must be carried when driving.
  • If you are applying in person, you may be asked to update your licence photo.
  • Any medical conditions that may affect your driving must be declared.
  • Once your application is processed, your licence will be issued and you’ll receive your green P plates to display on your car.

Rules for Provisional P2 Licence

A P2 licence offers more flexibility than a learner or P1 licence, but important rules remain in place to ensure safety for you and others on the road.

  • Speed limit: You must not drive faster than 100 km/h, regardless of the posted limit.
  • Alcohol: You must maintain a zero blood alcohol concentration (BAC) at all times while driving.
  • Mobile phones: You must not use a mobile phone at all while driving. This includes hands-free and loudspeaker functions. The phone must not be in use unless the vehicle is parked.
  • Passenger conditions: You may carry multiple passengers, unless a restriction has been applied due to a previous offence or court order.
  • Towing: You may tow a trailer or another vehicle as long as your vehicle is legally allowed to do so. Make sure your load is safe and properly secured.
  • Seatbelts: All passengers must wear seatbelts. As the driver, it is your legal responsibility to ensure this rule is followed.
  • Display of P plates: You must clearly display green P plates on the front and back of your vehicle.
  • Vehicle class: You can drive most Class C vehicles, but must avoid prohibited vehicles that are considered high-performance or unsafe for provisional drivers.

Licence Offences and Consequences

Driving on a provisional licence comes with stricter penalties if you break the rules. Mistakes can result in suspension, disqualification, or even having to restart your provisional period.

Demerit Points

As a P2 driver, you are allowed a maximum of 7 demerit points. If you go over this limit:

  • Your licence may be suspended for a set period.
  • You may be offered a good behaviour period. If you offend during this time, you’ll face double the original suspension.

Common offences that attract demerit points include:

  • Speeding
  • Illegal mobile phone use
  • Not wearing a seatbelt
  • Running red lights

Speeding Offences

Speeding is a common reason provisional drivers lose their licences.

  • Any speeding offence results in a minimum of 4 demerit points.
  • Low-range speeding (under 10 km/h over the limit) may still result in suspension, depending on your points balance.
  • During holiday periods, double demerits apply, raising the risk of suspension even further.

Court Disqualification

Some serious driving offences can lead to court-imposed disqualification. Offences that might result in this include:

  • Driving under the influence of drugs or alcohol
  • Reckless or dangerous driving
  • Excessive speeding
  • Failing to stop for a police officer

If you are disqualified by the court, you’ll lose your licence and face delays in progressing to a full licence. You may also be required to pass additional tests to regain your driving privileges.

What’s Next After Green Ps?

Once you’ve held your provisional P2 licence for 24 months (with no suspensions or disqualifications), you’ll be eligible to upgrade to a full driver’s licence.

To apply for your full licence:

  • Ensure you’ve held your P2 licence for at least 24 months. Any period during which you were suspended or disqualified does not count.
  • Pay the full licence fee. Fees vary by duration:
    • 1-year licence: $72
    • 3-year licence: $168
    • 5-year licence: $228
  • Update any personal or medical information as required.
  • Your new full licence card will be issued, and your provisional conditions will be lifted.

At this point, you are no longer required to display P plates, and many of the previous restrictions, such as BAC zero tolerance and speed limits, will no longer apply (though full licence holders still must obey posted limits and drink-driving laws).

Staying Safe on the Road

While you gain more freedom with your Green Ps, safety should always remain your priority.

  • Avoid distractions, including phone use — even hands-free devices can be mentally distracting.
  • Stick to speed limits and drive to conditions, not just signs.
  • Avoid driving when tired, especially after long work shifts or late nights.
  • Be mindful of other road users, especially learner drivers, cyclists, and pedestrians.
  • If a police officer signals you to stop or issues instructions, you must comply immediately.

Safe habits now will build the foundation for a lifetime of safe driving and help you avoid the setbacks of suspensions or court disqualifications.

Common Questions About the P2 Licence

Can I drive any car on a P2 licence?
You may drive any car that falls under Class C, but you must avoid prohibited vehicles (usually those with high power-to-weight ratios).

Will I need to sit another test to get my full licence?
No. If you’ve completed 24 months on your P2 licence without suspension or disqualification, you can progress to a full licence without sitting another test.

Can I use a mobile phone while driving?
No. P2 drivers are not permitted to use a mobile phone in any way while driving, including hands-free or speaker mode. Your vehicle must be parked to use your phone.

What if I’m disqualified on my P2 licence?
If disqualified, you must reapply for your P2 licence and may have to start your provisional period again. Your eligibility for a full licence will be delayed.

Can I drive for work with a P2 licence?
Yes, provided the vehicle you are driving is covered under your Class C licence and you’re not breaching any specific restrictions.
