A P1 provisional licence in Queensland marks the shift from supervised learning to independent driving. It gives a learner driver the chance to build real experience while following specific rules that help manage risk for an inexperienced driver. The P1 licence period lasts at least one year, and restrictions apply to help keep drivers, passengers and other road users safe.

Queensland licence rules change from time to time, so anyone planning to move from a learner’s permit to a P1 licence should keep an eye on official guidance. Pricing and eligibility can shift, and penalties for an offence can be serious, especially for a provisional licence holder.

Requirements for a P1 provisional licence

The path to a P1 licence has set steps. Queensland focuses on ensuring each person has enough supervised driving before moving to the practical driving test.

Key conditions include:

  • Holding a learner’s permit for the required period.
  • Completing the hazard perception test.
  • Recording enough supervised driving hours.
  • Meeting age and identity rules.

You must also pass the driving test and make sure your licence card details match the class of motor vehicle you intend to use. A speeding offence, red light offence or other offence committed during this stage can affect eligibility. Some applicants apply for an exemption certificate, although these are limited.

Hazard Perception Test

The hazard perception test is compulsory for any learner driver moving to a P1 licence. It measures your ability to recognise and respond to risks on the road. The test uses short clips that place you in situations where quick judgment is needed.

Many drivers take the test around the same time they prepare for their practical driving test. It focuses on scenarios involving other drivers, pedestrians and changing conditions. Passing shows you can handle threats without guidance from a qualified supervising driver.

Moving from learner to P1

A learner must complete supervised driving before sitting the practical driving test. If you are under 25 years of age, Queensland requires a minimum of 100 logged hours, including night driving. This helps build familiarity with a range of conditions.

You must also hold your learner’s licence for at least one year before attempting the P1 stage. If you were disqualified previously, you may need to reapply after your disqualification period ends. Some drivers enter a safer driver agreement if their record is at risk.

Applying for your P1 licence

Once you pass your driving test and hazard perception test, you can apply for your P1 licence. As of 1 July 2025, the cost is:

  • 1 year: 91.55 AUD
  • 2 years: 127.70 AUD
  • 5 years: 205.05 AUD

These fees can change, so check official Queensland transport guidance for current pricing. You will need proof of identity and must confirm your details match the record held by the transport authority. If you were disqualified in the past, extra steps may apply unless you have successfully appealed the decision.

Driving with a P1 licence

P1 licence holders must follow strict driving laws. Red P plates must be displayed. A provisional licence holder cannot use a mobile phone while driving, even hands-free. High-powered vehicle restrictions apply unless you hold an exemption. Peer passenger restriction rules limit you to carrying no more than one passenger aged under 21 who is not an immediate family member.

Demerit points are lower for this stage, and penalties for offences such as speeding or careless driving can lead to suspension. Alcohol limits remain zero, and police may stop drivers at any time to check compliance.

Drivers who complete the P1 and P2 journey without incident move on to a full licence. Rules can differ from other states, so always follow Queensland requirements.
